The East Asia and Pacific Region (EAP) Regional Infrastructure Department (IEADR)
The EAP region serves 22 client countries with a total population of about 2 billion. Clients range from large IBRD countries such as China, Indonesia, Vietnam and the Philippines; to smaller IDA countries (or IDA/IBRD blend countries) such as Cambodia, Laos, Mongolia, several Pacific Island states, Papua New Guinea and Timor-Leste. The EAP region presents a dramatic illustration of the global dynamics, opportunities and risks of the 21st century. EAP has made spectacular progress towards achieving the WBGs twin goals, eliminating extreme poverty and boosting shared prosperity - extreme poverty declined faster than any other region and the income of the bottom 40 percent increased substantially. Such a rapid transformation has made EAP one of the most dynamic regions in the world. However, it also faces important challenges such as managing the largest shift in rural-to-urban population in human history, coping with rising inequality, addressing large infrastructure gaps, dealing with climate change, and building human capital.
The EAP Infrastructure Department (IEADR) is responsible for project lending and policy advisory work in the energy, transport and related climate action and private capital mobilization space for the EAP Region. The department presently comprises an energy and extractives unit (IEAE1) and a transport unit (IEAT1). Each of these two units is managed by a Practice Manager (PM) based in Singapore. We have a total complement of about 80 staff who are based in over a dozen EAP countries and Washington DC. The department is led by a Infrastructure Regional Director (RD), who reports to the EAP Regional Vice-President (RVP). The RD and PMs are part of the EAP Regional Management Team and are also from a matrix organization perspective a part of the Infrastructure Practice Group (PG) led by the Infrastructure Vice President (INFVP).
The IEADR department has a transport and energy lending portfolio of approximately $10 billion - and a diverse program of analytic and advisory work. The portfolio includes a mix of instruments - Investment Project Financing (IPF), Development Policy Financing (DPF), Program for Results (PforR) and Guarantee (GU). As part of the INF department, the EAP Energy Unit (IEAE1) is now seeking to recruit a Senior Energy Specialist to be based in Washington DC. The successful candidate will report to the EAP Energy PM, who is based in Singapore, and work in coordination with other energy team members, both in DC and mostly in Banks EAP field offices.
OBJECTIVES:
The EAP (IEAE1) of the World Bank seeks an Extended-Term Consultant/Energy Specialist to be a key member of the Vietnam Energy Team to support the Government of Vietnam in its efforts towards provisioning of clean, affordable, and sustainable electricity to enhance country competitiveness, as well as supporting the energy engagements in Cambodia, Lao PRD and the regional power trade agenda. The work entails strategic, advisory, and operational work. As part of the energy team, the main responsibility of the candidate will be to support the implementation of the Programmatic Advisory Services and Analytics (PASA), preparation of pipeline, project supervision, as well as analytical work the three countries energy sector.
Job duties and accountabilities
- The selected candidate will participate in the preparation and supervision of energy investment operations with the aim to enhance quality and accelerate implementation;
- Other responsibilities will include technical support to non-lending programs, including identification of strategic technical assistance needs, procurement and monitoring of vendors and fundraising activities and related reporting under the ongoing PASA, timely delivery of quality products, in close consultation with the client and other sectors (e.g., transport, digital) as needed;
- Support the preparation, completion and follow-up of official missions including the drafting of aide memoires and official correspondence;
- Prepare drafting and inputs for sector and country briefings, analytical and advisory reports and studies on utility financial sustainability, transmission and distribution, renewable energy and clean energy transition, climate change, power sector planning, energy efficiency, carbon markets, and potentially regional energy programs;
- Support the energy team with the aim to ensure adequate and appropriate integration of relevant aspects of the energy development agenda in core Bank products, including the country partnership framework, strategic country diagnostic, country economic memorandum, etc.;
- Participate in the dialogue with relevant representatives of the private sector to keep abreast with issues related to the business investment climate and identify possible areas of collaboration through public-private-partnerships;
- Develop strong working relationships with the Government, Ministries and electricity utilities, distribution companies, municipalities, etc. to accelerate the implementation of the advisory work, coordinate with development partners as needed.
- Work on Cambodia, Lao PDR and regional power trade programs as needed
Selection Criteria
- Masters degree in engineering, finance, economics or a related discipline.
- A minimum of 5 years professional experience, with a significant share of this in the energy sector or power project financing in Vietnam. A mix of both public and private sector experience is preferred.
- Understanding of energy policies, regulations, technologies or strategies, private sector participation, and institutional development needed to support development and for the success of project and analytic work;
- Demonstrates strong ability to carry out high level sector research/analysis, sector modeling, cost and benefit analysis for power infrastructure investment, hydropower, renewable energy, energy efficiency, industrial decarbonization.
- Demonstrates strong understanding and able to translate technical analyses into policies, operations and/or research of at least one of relevant thematic business lines such as Economics, Markets & Institution; Energy Efficiency; Renewable Energy; Energy Finance; Carbon Markets; Power Systems & Technologies.
- Candidates must be able to demonstrate extensive hands-on project management experience, an ability to efficiently manage a large number of activities simultaneously, a flair for problem-solving and an ability to self-navigate through complex bureaucratic environments;
- Ability to think strategically, develop, analyze and articulate sector and project issues to diagnose problems and propose reliable solutions. Active listening skills, excellent interpersonal skills, able to influence the audience and build positive relationships with clients, different partners and colleagues across units and departmental boundaries in a multi-cultural environment with disperse teams located in different countries;
- Track record of client engagement skills, with demonstrable commitment to working in a collegiate fashion with World Bank counterparts.
- Fluency in written and spoken English is essential.
